Rio2 Clears Peru Permit to Push Condestable to 10,000 tpd

Rio2 says Peru approved the modified environmental study for Condestable on Aug. 21, clearing the way for a 10,000 tonne-per-day copper expansion and dry-stack tailings.

Rio2 Limited said Peruvian regulators approved a Modification of the Environmental Impact Study for its Condestable underground copper mine on August 21, 2026, ending a 14-month review and opening the regulatory path to expand throughput to 10,000 tonnes per day with a dry-stack tailings facility.

Rio2 Limited (OTCQX: RIOFF), which also trades as RIO in Toronto and on the Bolsa de Valores de Lima, said Peruvian regulators have approved the Modification of the Environmental Impact Study for its Condestable underground copper mine, closing out a review that ran for 14 months and removing the single largest obstacle to a larger operation.

The approval, dated August 21, 2026, covers the expansion of Condestable and includes environmental authorization for a dry-stack tailings facility designated Tailings Storage Facility #6. In Peru, a Modificación del Estudio de Impacto Ambiental " or MEIA " is the formal instrument a producing mine must obtain before it can materially change how much rock it moves, where it puts the waste, or how long it operates. Without it, engineering studies are academic.

What the permit actually unlocks

President and CEO Andrew Cox, who is also a director of the company, framed the decision as the gate that several other milestones were queued behind. "The approval of the MEIA is a significant regulatory milestone for Rio2 and Minera Condestable and allows for several significant operational milestones," he said, adding that the decision "extends our operating horizon, confirms our environmental approach with dry-stack tailings, and opens the regulatory path to expand operations to 10,000 tpd and beyond."

Three things follow from that sentence, and each matters on its own terms.

  • Mine life. An extended operating horizon is what turns a mine from an inventory to be harvested into an asset that can carry capital spending. Reserve and mine-life figures were not disclosed alongside the approval.
  • Tailings method. Dry-stack tailings filter most of the water out of mine waste and stack the residue rather than impounding it behind a dam. It costs more to build and run than a conventional wet facility, but it removes the failure mode that has driven the industry's worst accidents and, in a coastal Peruvian setting, cuts water consumption. Getting a regulator to bless the method is a durable advantage.
  • Throughput. The 10,000 tonne-per-day figure is the number to anchor on. Cox described the permit as opening the path to that rate "and beyond," which implies the environmental envelope was written with headroom rather than sized precisely to today's plan.

On an illustrative basis, a mill running at 10,000 tonnes per day for a full year would process roughly 3.65 million tonnes of ore " arithmetic on the disclosed rate, not a company forecast. Rio2 did not publish grade, recovery, copper production, capital cost or timing figures with the announcement, so the tonnage is the only quantitative handle currently available on the size of the expanded operation.

Ore sorting is the next real test

The company said detailed engineering is well advanced and that ore sorting trials are scheduled for later this year. That second item is easy to skip past and shouldn't be. Ore sorting uses sensors to separate mineralized rock from waste before it reaches the mill, which effectively raises head grade and lets a fixed plant produce more metal from the same tonnage. For an underground copper mine stepping up to 10,000 tpd, successful sorting trials can change the economics of the expansion more cheaply than adding milling capacity.

Rio2 also pointed to continuous exploration across its concessions. Permitted throughput is only useful if there is enough ore to feed it, so drilling results and any reserve update will determine whether the 10,000 tpd envelope gets filled for years or for a while. The company disclosed no exploration results with the permit news.

The 14-month process itself is worth noting for anyone modelling Peruvian assets. Rio2 credited environmental regulators, local communities and other stakeholders, and community engagement is routinely the variable that stretches Peruvian permitting timelines. A completed MEIA with a dry-stack design signed off is a data point on both the regulator's and the company's ability to run that process to conclusion. A gold-story company with a copper balance sheet

The 14-month process itself is worth noting for anyone modelling Peruvian assets.

Rio2 came to market as a gold developer, and Condestable makes it something else: an operating underground copper producer in Peru with a permitted growth path. That transition is the part the share price has to digest. Copper cash flow is valued differently from gold development optionality " it is priced on tonnes, grade, unit costs and the credibility of an expansion schedule rather than on a resource statement and a permitting timeline.

The stock's US listing was quiet on the news. RIOFF last traded at 2.45 per share, down 0.41% from the prior close of 2.46, having ranged between 2.39 and 2.54 during the session, as of 13:59 GMT on August 25, 2026. That was against a broadly firmer tape: SPDR S&P 500 ETF Trust (NYSEARCA: SPY) was at $765.70, up 0.29%, and Invesco QQQ Trust (NASDAQ: QQQ) at $711.61, up 0.75%, with the SPDR Dow Jones Industrial Average ETF (NYSEARCA: DIA) at $533.75, up 0.02%. OTCQX volumes are thin by nature; the Toronto and Lima lines are where price discovery for this name happens.

What to watch from here

The permit is a gate, not a decision to spend. The sequence that would confirm the expansion is real runs roughly: completion of detailed engineering, results from the ore sorting trials later this year, a capital cost and schedule for the 10,000 tpd build, construction of Tailings Storage Facility #6, and a reserve statement that supports the throughput over a defined mine life. Any financing plan attached to the capital number will tell investors how much of the expansion the market is being asked to fund.

Until those figures land, the investment case rests on a permitted ceiling and a management team saying it intends to reach it. That is more than most copper growth stories in Peru currently have, and less than a fully costed expansion.
